WebIt allows TES5Edit to load your mods faster. You can delete it AFAIK but TES5Edit would just recreate it next time you run it. What I do is create an empty mod, called "override stuff", and drop those in there and be done with it. MO will then update files there instead of putting them into overwrite again.
